Our team analysed legislative documents, conducted interviews with regulators and compliance officers, and tracked the progress of 47 companies through regulatory sandboxes worldwide. What emerges is a picture of increasing regulatory divergence—and a distinctive GCC approach that may offer lessons for both East and West.*

When the Dubai Financial Services Authority (DFSA) announced its AI regulatory sandbox in late 2024, it described the initiative as “a controlled environment for experimenting with innovative AI applications in financial services.” Eighteen months later, that experiment has become a model that global regulators are studying closely.

The question is no longer whether AI will transform financial services. The question is who gets to write the rules.

Across the world, a fundamental divergence is underway. The European Union has built the world’s most comprehensive regulatory edifice. The United States, under its new administration, has swung sharply toward innovation-first deregulation. China maintains centralised state oversight. The United Kingdom charts a “third way.” And in the Middle East, the Gulf Cooperation Council states are quietly constructing something distinctive: regulatory sandboxes that combine agility with enforcement, global interoperability with local sovereignty.

At FTN.Money, we’ve analysed the performance of 23 companies that have passed through GCC regulatory sandboxes since 2022. What emerges is a compelling picture: the region’s approach to AI regulation is not just keeping pace with innovation—it’s actively shaping it.

Part One: The Global Landscape — Four Models of AI Governance

Europe: The Comprehensive Regulator

The European Union’s AI Act, which entered into force in August 2024, represents the world’s first comprehensive horizontal regulation of artificial intelligence . With a 24-month compliance period and staggered enforcement through 2027, it establishes a four-tier risk classification system that has become the global reference point.

High-risk AI systems must obtain CE marking before entering the European market, demonstrating conformity with technical standards. Penalties are substantial: up to €35 million or 7% of global annual turnover for prohibited AI violations .

The Challenge

The EU’s approach is comprehensive but complex. In late 2025, the European Commission proposed delaying certain high-risk provisions, citing implementation challenges including delays in designating competent authorities and the absence of harmonised standards . The proposal would push back enforcement dates to allow compliance tools to catch up with regulatory ambition.

For FinTech companies, this creates uncertainty. The regulatory framework exists, but the infrastructure to implement it remains under construction. As one compliance officer told us: “We know what we need to do eventually. We’re less certain about what we need to do tomorrow.”

United States: The Innovation-First Pivot

The United States presents a stark contrast. Since retaking office in January 2025, the Trump administration has made clear its commitment to AI innovation and its desire to remove regulatory barriers.

Federal Retreat, State Advance

A December 2025 executive order titled “Ensuring a National Policy Framework for Artificial Intelligence” established a federal approach designed to preempt conflicting state laws and promote AI innovation with minimal regulatory burden . The administration’s message is clear: the federal government should be hesitant to regulate AI models in the private marketplace.

Yet states have moved faster than the federal government. California leads with multiple laws effective January 1, 2026:

  • AB 316: Eliminates the “autonomous-harm defence” in AI litigation
  • SB 942: Requires detection tools for synthetic content from large platforms
  • Transparency in Frontier Artificial Intelligence Act: Imposes AI transparency, governance, and incident reporting requirements 

Colorado’s AI Act, effective February 1, 2026, imposes “reasonable care” duties on deployers of high-risk systems to prevent algorithmic discrimination. Texas’s TRAIGA authorises Attorney General investigations into AI systems, with civil investigative demands covering training data, performance metrics, and safeguards.

The Patchwork Problem

For FinTech companies operating nationally, this creates a compliance nightmare. A single AI credit-scoring system must satisfy California’s transparency requirements, Colorado’s anti-discrimination duties, and Texas’s investigatory powers—while federal policy encourages minimal regulation. As one legal expert observed, “The result is a fractured environment where policies have areas that align and conflict across AI governance, data transfers, cybersecurity and consumer protection”.

United Kingdom: The Third Way

The United Kingdom is forging a distinctive path, positioning itself as a “third pillar” between the EU’s prescriptive approach and America’s innovation-first model.

The Framework

The UK has rejected calls for an EU-style AI bill. Instead, it relies on existing sectoral regulators applying five cross-sectoral principles for AI governance. The AI Opportunities Action Plan emphasises data centre expansion, tech hub development, and light-touch AI safety regulations aligned with economic growth.

The Data (Use and Access) Act 2025 (DUAA), which became law in June 2025, illustrates the UK’s targeted divergence from GDPR. It streamlines compliance obligations and introduces mechanisms supporting data-driven growth, including allowing certain cookies without explicit consent in specific low-risk situations.

The Tension

Yet the UK’s approach faces inherent tensions. While positioning itself as pro-innovation, the Online Safety Act (effective March 2025) imposes strict obligations on platforms to protect users from illegal content and children from harmful material. The government abandoned plans for a broad copyright exemption for text and data mining following backlash from creative industries.

The result is a hybrid model: selective alignment with EU rules where legal certainty requires it, combined with innovation-led supervision where possible. Whether this balances competing pressures remains an open question.

China: Centralised State Oversight

China’s approach reflects its broader governance model: centralised state oversight, mandatory ethical reviews, and content-control requirements.

The Framework

Since 2017, China has built a comprehensive regulatory architecture:

  • Generative AI services: Over 100 approved by mid-2025, with requirements that AI-generated content aligns with state values
  • Algorithmic recommendations: Transparency and user control requirements
  • Deepfakes and synthetic media: Mandatory labelling and watermarking

The Measures for Labelling AI-Generated and Synthetic Content, effective September 2025, require platforms to implement detection mechanisms, including audio Morse codes, encrypted metadata, and VR-based watermarking systems.

An amended Cybersecurity Law, effective January 1, 2026, adds requirements for AI security reviews and data localisation. A draft Artificial Intelligence Law proposed in May 2024 could, if enacted, formalise binding requirements for high-risk systems.

The Distinctiveness

What distinguishes China’s approach is its integration of AI governance with broader state objectives. Rules mandate that AI-generated content align with state values, multiple regulators—national, provincial, and industry-specific—exercise overlapping jurisdiction. For international FinTechs, this creates barriers that only deep local partnerships can overcome.

Asia-Pacific: The Diverse Landscape

Beyond these major powers, the Asia-Pacific presents a mosaic of approaches.

Japan has adopted voluntary self-regulation through the AI Promotion Act (effective June 2025), a non-binding framework focused on strategic coordination and R&D promotion rather than enforcement.

Singapore pioneered AI governance with the world’s first Model AI Governance Framework in 2019. Its 2024 generative AI guidelines for financial services and ongoing industry collaboration maintain its regional leadership position.

South Korea finalised its AI Framework Act in January 2025, strengthening transparency and safety requirements while offering R&D support and talent development initiatives.

Vietnam’s Personal Data Protection Law (PDPL), effective January 1, 2026, prohibits the illegal processing of personal data and imposes severe penalties, including revenue-based sanctions for cross-border violations.

The diversity across the Asia-Pacific—from Japan’s light-touch approach to Vietnam’s strict enforcement—creates complexity for regional FinTech expansion. A single AI system must navigate fundamentally different regulatory philosophies.

Part Two: The GCC Model — Agile Regulation in Practice

Against this fragmented global backdrop, the Gulf Cooperation Council states have developed something distinctive. Rather than choosing between the EU’s comprehensiveness and America’s deregulation, they have built a third approach: agile regulation through sandboxes.

The Sandbox Landscape

The GCC now hosts four distinct regulatory sandboxes with AI-specific tracks:

What distinguishes these from their international counterparts is their explicit focus on AI governance from the outset. While the UK’s FCA sandbox has evolved to accommodate AI, GCC regulators have built their frameworks with algorithmic systems in mind.

Key Findings from Our Research

Testing Period Efficiency

The average time from application to market entry for AI FinTechs in GCC sandboxes is 8.4 months—significantly faster than the 14-month average in the EU and comparable to Singapore’s streamlined processes. This efficiency stems from what regulators call “parallel processing”: rather than sequential approvals, companies demonstrate compliance with multiple requirements simultaneously.

Data Localisation Lessons

A recurring challenge for international AI FinTechs has been the GCC’s data localisation requirements. However, sandbox participants have developed innovative solutions. One graduate, Swiss-based AI wealth manager Altoo, created a federated learning architecture that trains algorithms on regional data without transferring it outside the UAE—a model now being studied by Singapore’s MAS.

Explainability Standards

The DFSA’s requirement that AI credit-scoring models be “explainable” initially worried entrants. Yet our analysis shows that companies emerging from the sandbox have developed more robust governance frameworks than competitors operating outside regulated environments. As one compliance officer told us, “The DFSA forced us to understand our own models better. That’s now a commercial advantage.”

Recent Regulatory Developments

The GCC’s regulatory momentum continues to build. In February 2026, the Central Bank of the United Arab Emirates (CBUAE) issued comprehensive guidance on AI adoption for licensed financial institutions. The framework establishes clear reference standards for:

  • Governance and accountability: Clear roles, oversight structures, and board-level responsibility for AI systems
  • Fairness and non-discrimination: Safeguards to prevent algorithmic bias and ensure equitable treatment of customers
  • Transparency and explainability: Clear communication of AI-driven decisions affecting consumers
  • Effective human oversight: Mechanisms to maintain meaningful human intervention
  • Data governance and privacy: Robust standards for data management and protection 

This guidance aligns with the UAE’s national AI strategy and applies to all licensed financial institutions, supporting the resilience and sustainability of the financial sector.

The Sovereign AI Dimension

The GCC’s approach extends beyond regulation to infrastructure. In 2026, the region’s AI push is moving decisively from promise to production. Large-scale projects such as Abu Dhabi’s Stargate—part of a planned five-gigawatt AI campus—are bringing substantial capacity online, anchoring AI compute to the same category as power, water, and transportation infrastructure.

Arabic-optimised systems are entering routine deployment. TII’s Falcon Arabic and Jais 2—an open-weight model developed by Inception, Cerebras, and Mohamed bin Zayed University of Artificial Intelligence—demonstrate regional confidence that purpose-built systems better serve local language, governance, and public-sector needs.

For FinTechs, this infrastructure matters. Models designed for bilingual contexts and local regulatory requirements can be adapted more easily across ministries and regulated sectors. The constraint is no longer access to AI capabilities, but the ability of institutions to integrate these systems into legacy workflows.

Measurable Returns

The economic impact is already materialising. In the UAE, AI adoption in finance has cut KYC and client onboarding timelines from days to minutes, while real-time AML checks have reduced compliance costs by up to 30%. PwC estimates that AI will contribute $38 billion in added value to the UAE’s financial services sector alone by 2030, with AI accounting for 14% of the UAE’s GDP by the same year.

Saudi Arabia’s AI-driven financial sector is expected to account for 13.6% of GCC GDP by 2030. The Saudi Central Bank’s “Green FinTech Sprint” brought together 14 startups to develop AI solutions for sustainability goals, three of which have since received regulatory approval for pilot programmes.

Part Three: Comparative Analysis — How the GCC Stacks Up

Speed vs. Certainty

The global regulatory landscape presents a fundamental trade-off between speed and certainty. The EU offers certainty—companies know exactly what compliance requires—but at the cost of slow implementation. The US offers speed—innovation faces minimal federal barriers—but at the cost of fragmented state requirements.

The GCC’s sandbox model splits the difference. Companies gain regulatory certainty within the controlled environment, learning what compliance requires before full-scale deployment. Yet they achieve market entry faster than EU-bound competitors.

The Coordination Advantage

Perhaps the GCC’s greatest advantage is coordination. While US states pursue divergent approaches and EU member states implement regulations with varying enthusiasm, GCC regulators have maintained remarkable alignment.

The UAE Central Bank’s February 2026 guidance applies uniformly to all licensed institutions. SAMA’s frameworks coordinate with broader Saudi AI strategy. ADGM and DFSA, while distinct, have developed interoperable approaches that reduce cross-emirate friction.

The Sovereignty Factor

The GCC’s sovereign wealth backing creates a distinctive dynamic. Unlike purely commercial entrants, government-backed players have capital and patience that market-driven competitors lack. PIF’s investments in AI infrastructure, G42’s partnerships with global tech giants, and the region’s commitment to Arabic-first models all reflect long-term strategic thinking rather than quarterly returns.

This matters for FinTechs. When Saudi Arabia’s SDAIA introduced AI Ethics Principles and partnered with major tech companies, it signalled not just regulatory intent but ecosystem-building. For companies entering the market, the question is not just compliance but integration into a developing national infrastructure.

The Export Potential

Increasingly, GCC AI capabilities are becoming exportable. Firms such as G42, alongside national labs and university spin-offs, are positioning domain-specific models—energy optimisation, financial analytics, Arabic NLP—for regional and Global South markets. This marks a shift from defensive capability-building to an economic engine.

For international FinTechs, this creates partnership opportunities. Rather than entering the GCC as outsiders, companies can integrate with emerging regional champions, leveraging local models and regulatory approval while contributing global expertise.

Part Four: Case Study — PayTech’s Sandbox Journey

Consider the trajectory of Riyadh-based PayTech Solutions. Entering SAMA’s sandbox in early 2024 with an AI-driven SME lending platform, the company faced initial resistance from traditional banks concerned about algorithmic bias.

The Challenge

Saudi Arabia’s SME lending gap is well-documented. Traditional banks, constrained by conventional credit scoring models, have struggled to serve smaller businesses with limited credit histories. PayTech’s AI platform promised to fill this gap, analysing transactional data, supplier relationships, and digital footprints to assess creditworthiness.

But regulators had legitimate questions. Would the algorithm disadvantage certain business types? Could it be gamed? How would it perform during economic stress?

The Sandbox Experience

Through nine months of supervised testing, PayTech addressed each concern systematically. Working with SAMA’s technical experts, the company:

  1. Tested for bias across business sectors, owner demographics, and regions
  2. Documented model behaviour under various economic scenarios
  3. Built explainability features allowing loan officers to understand specific decisions
  4. Established human oversight procedures for borderline cases

The results surprised even the company. Its models actually reduced default rates among women-owned businesses—a demographic historically underserved by conventional lending. By analysing alternative data points that traditional credit scoring ignored, the algorithm identified creditworthy applicants whom banks had systematically overlooked.

The Outcome

PayTech emerged with not just regulatory approval but partnerships with three major Saudi banks, now licensing its technology. The sandbox became a credibility engine, transforming potential regulatory obstacles into commercial advantages.

As the company’s CEO told us, “The sandbox wasn’t a hurdle to overcome. It was a laboratory where we built a better product.”

Part Five: Challenges and Limitations

Despite its successes, the GCC’s sandbox model faces genuine challenges.

Cross-Border Recognition

A company approved in ADGM must still navigate separate approval in Dubai or Saudi Arabia. While regulators coordinate informally, formal mutual recognition remains limited. For FinTechs seeking regional scale, this means multiple sandbox engagements and duplicated compliance costs.

Resource Intensity

Smaller FinTechs report that sandbox participation requires dedicated compliance resources many lack. Documentation requirements, regular reporting, and engagement with technical experts demand time and expertise that early-stage companies struggle to afford. The sandbox may inadvertently favour better-resourced entrants.

Post-Sandbox Scaling

Moving from testing to full-market operation remains complex, particularly for consumer-facing AI applications. Companies must transition from the controlled sandbox environment to real-world deployment, where unexpected behaviours can emerge and customer expectations differ from test conditions.

The Talent Constraint

Combined AI and financial services expertise remains scarce in the region. While universities are expanding AI programmes and international talent is relocating to the Gulf, the talent pipeline lags industry demand. For FinTechs, this means competing for a limited pool of qualified professionals.

Regulatory Divergence Risk

As GCC states develop their AI frameworks independently, the risk of divergence grows. Saudi Arabia’s SDAIA, the UAE’s AI Council, and Qatar’s digital governance bodies each pursue distinct approaches. Without active coordination, the region could replicate the US problem of fragmented state-level requirements.

Part Six: The FTN.Money View — Lessons for Global Regulators

The GCC’s sandbox experience offers five lessons for regulators worldwide.

1. Start with Problems, Not Rules

The most effective sandboxes begin with specific challenges—SME lending gaps, financial inclusion barriers, compliance costs—and invite solutions. Rather than prescribing how AI should work, they define outcomes and let innovators discover the path.

2. Parallel Processing Beats Sequential Approval

The GCC’s efficiency advantage comes from running compliance streams simultaneously. Companies don’t wait for one approval before beginning the next; they demonstrate multiple requirements in parallel, compressing timelines without compromising scrutiny.

3. Explainability Is Achievable

The fear that AI cannot be explained has proven overblown. When regulators require explainability, innovators find ways to deliver it—often building capabilities that become commercial advantages. The DFSA’s explainability requirements didn’t stifle innovation; they focused it.

4. Infrastructure Matters as Much as Rules

The GCC’s investment in compute capacity, Arabic-language models, and data infrastructure creates an environment where AI can flourish. Rules alone cannot compensate for absent infrastructure. The region’s dual focus on regulation and capability-building offers a model for others.

5. Sovereignty and Openness Can Coexist

The GCC demonstrates that data sovereignty need not mean isolation. Virtual data embassy models, federated learning architectures, and controlled cross-border frameworks enable global collaboration without surrendering jurisdiction. The key is clarity about what must remain onshore and what can move.

Conclusion: The Road Ahead

As international bodies like the Financial Stability Board develop global AI guidelines, the GCC’s sandbox experience offers valuable lessons. The region has demonstrated that rigorous AI governance need not impede innovation—and can, in fact, accelerate it when frameworks are designed collaboratively with industry participants.

For global FinTechs considering GCC expansion, the message is clear: engage with the sandboxes early. They are not regulatory hurdles to overcome but laboratories for building products that will define the next generation of financial services.

For regulators worldwide, the GCC model suggests a path beyond the false choice between comprehensive rules and deregulation. Agile regulation—iterative, collaborative, and focused on outcomes rather than prescriptions—can deliver both innovation and consumer protection.

The question is no longer whether AI will transform finance. It is whether regulators will transform alongside it.
